Professional Bio
Mr. Fancher recently retired after 16 years as a senior field examiner with the Texas Office of Consumer Credit Commissioner where he was certified to examine all industries over which the OCCC has authority.
Mr. Fancher joined the OCCC in 2008 bringing over 20 years of auto finance company operations experience at a captive, a bank, and private and publicly traded independent non-prime acceptance companies. He was the motor vehicle sales finance subject matter expert within the OCCC. Known for deep dives into transactions, policies, procedures and processes, and applying state and federal law and regulations, he developed comprehensive resources, tools, and training for the examination staff. Being a problem solver and seeker of satisfactory solutions, he worked many special projects with OCCC examiners and licensees to resolve complex examination issues. On behalf of the OCCC, he provided monthly dealer education in coordination with the Texas DMV and presented at various trade association conferences and events.
In addition to his OCCC work, Mr. Fancher participated in and led multiple multistate examination efforts under the purview of the Auto Finance Committee of the National Association of Consumer Credit Administrators (NACCA) from 2016 through 2024, eventually chairing the committee for over four years. He also spoke on behalf of NACCA at their conferences providing education to member states examiners.
Mr. Fancher has a BBA in Finance from Texas State University and currently resides in Dallas, Texas.
